The meeting was called to order at 9:00 a.m. by Co-chairman Ken Levin.
Jim Bechtel made a motion, seconded by John Forbis, to approve the May minutes. All present voted in favor. Motion carried.
1. Public Open Forum
Gil Boro again presented plans for a temporary banner featuring his sculpture grounds and studio. The banner would be on a 10’ pole with a solar light on the top. The HDC would prefer that some of the information at the bottom of the banner (e.g. telephone number, Web address) be removed. While the banner has already been ordered for installation prior to 6/9, Mr. Boro agreed to submit a proof of his next event banner for the HDC’s review before fabrication. The Board of Selectmen will consider granting an easement to allow the pole to be installed on the town right-of-way. Ann Brown, ZEO, confirmed that no CofA or permit is needed in this case.

2. 75 Lyme Street: Porch repair/replacement – Dr. Awwa
A CofA application was submitted for the replacement of the decaying all wood front porch which has wooden steps, a lattice screen on the bottom and no railing. Preliminary ideas for the new porch include: a) a stone foundation with no lattice, b) stone steps with a railing and c) a railing around the porch. The HDC would prefer the porch to retain its historic Country Gothic style (open wooden porch with no railings). There will be a public hearing on July 9 to consider the CofA application.
Action: Supply scale drawings of the porch including sample pictures of the proposed stone (Dr. Awwa).
Advertise public hearing and mail neighbor notices (Martha Hansen).

3. 69 Lyme Street: Regional District 18 transformer on firehouse property
CL& P has installed a transformer for District 18 on the north side of the firehouse on town right-of-way where District 18 may have an easement. The installation is near a mature dogwood tree and may be in violation of Old Lyme’s tree ordinance. In addition, the transformer needs to be screened from view. Joanne DiCamillo, chairman of the Tree Commission, will notify the tree warden, Tom Degnan, and will discuss the screening at the next Tree Commission meeting.  
Action: Contact Tom Degnan and present screening recommendations to the HDC (Joanne DiCamillo).
4.  Plaque Program update – Martha Hansen
24 Lyme Street: Jim Elliot does not want a plaque.
45 Lyme Street: The plaque (“Catharine & Simon Whipp ca. 1837”) has been ordered. Contact Julie Edmondson (Martha Hansen).
85 Lyme Street: Chris Kitchings is interested in a plaque. Even though the original 300 acre property was known as the Champlain Estate and was in the Champlain family from 1897 to 1952, the house seems to have been built by William Stark.  Complete research (Martha Hansen).
100 Lyme Street: John Forbis has contacted Linnea Ruffo concerning a plaque for the Bee & Thistle Inn.
12 Ferry Road: Contact David Kelsey (Martha Hansen).
13 Academy Lane: Ned Perkins is doing the research.  
20 Ferry Road: The research continues (Martha Hansen and Pamela Hamilton).
173 Mile Creek: Vladimir Ashworth is interested in a plaque. Start the research (Martha Hansen).
209 Boston Post Road: Research has begun. Complete research (Martha Hansen).

John Forbis is preparing a walking tour of plaqued properties in the Historic District.
Action: Continue work on walking tour. (John Forbis).

5. Business News & Secretary’s Report – Martha Hansen
Marilyn Giuliano has contacted the DOT regarding the Scenic Road application.

6. Any other new or old business
Chamber of Commerce Bench status: Sheila Wertheimer and Cathy Frank have been informed that they must submit to the HDC a map of Lyme Street designating the location of each bench.  

7. Adjournment
John Forbis made a motion, seconded by Barbara Traskos, to adjourn the meeting at 10:40 a.m. All present voted in favor. Motion carried.
